Major Responsibilities:

  • Assists manager of health information release of information operations, including the functions of release of information, forms completion, MyAdvocateAurora Support, record access, and adherence to various internal and external privacy/compliance requirements as well as state and federal regulations. Ensures that the medical record is kept confidential, secure, current, authenticated, legible and complete. Ensures that fees charged for medical record copies are following statutory guidelines.
  • Works with health information management (HIM) leadership, and other site leadership to develop standardize systems, policies, and procedures to enhance quality, consistency, efficiency, and timeliness of operations
  • Assists manager to establish policies and procedures designed to protect patients’ rights to privacy while providing access to that same information to legally authorized requests on a need-to-know basis, across the continuum of care. Ensures team tasks are carried out accurately, efficiently, timely and with excellent customer service.
  • Participate in strategic planning process for areas of responsibility. Ensures effective execution of plans, initiatives, and services to meet established targets/goals.
  • Reports on key department quality, service and productivity indicators on at least a monthly basis to leadership. This includes volumes, cost, accuracy, efficiency and turnaround times at a minimum.
  • Serves as Privacy Officer and maintains up-do-date knowledge of federal and state privacy laws and HIPAA regulations. Facilitates and coordinates investigations within the entity/business line, ensures that appropriate sanctions, retraining, and corrective actions are taken, as well as signing and sending breach notifications drafted by Privacy Compliance. Performs privacy education for own team as well as other Advocate Aurora Health team members.
  • Validates Medical Record copy subpoena’s and facilitates physician and attorney meetings for expert testimony and depositions. Ensures that appropriate patient authorizations are in place and the physician’s time is paid for.
  • Acts as the official “Custodian of Medical Records” if medical records are ordered to be brought to a court of law.
  • Collaborates and communicates with a variety of internal customers including physicians, risk management, site leadership and staff across departments/facilities and external customers including patients, attorneys, insurance companies, vendors and outside physicians and medical facilities to ensure optimum patient flow and services.
  • Performs human resources responsibilities for staff which includes coaching on performance, completes performance reviews and overall staff morale. Recommends hiring, compensation changes, promotions, corrective action decisions, and terminations.
  • Responsible for understanding and adhering to the organization’s Code of Ethical Conduct and for ensuring that personal actions, and the actions of employees supervised, comply with the policies, regulations and laws applicable to the organization’s business.

Licensure, Registration, and/or Certification Required:

  • Health Information Administrator (RHIA) registration issued by the American Health Information Management Association (AHIMA), or
  • Health Information Technician (RHIT) registration issued by the American Health Information Management Association (AHIMA).

Education Required:

  • Associate’s Degree in Health Information Management or related field.

Experience Required:

  • Typically requires 3 years of experience in health information management, including experience in a lead or senior level staff role in a high volume, complex health care setting.

Knowledge, Skills & Abilities Required:

  • Current knowledge of statutory requirements and accreditations by various agencies (Department of Health and Family Services, Centers for Medicare and Medicaid).
  • Proven skills in leadership, team building, system integration and conversion, quality improvement techniques and excellent customer service.
  • Excellent verbal, listening, report generation, presentation and written communication skills.

Physical Requirements and Working Conditions:

  • Exposed to a normal office environment.
  • Position requires travel; may be exposed to road and weather hazards.
  • Sits, stands, and walks various times throughout the workday.
  • Lifts up to 10 lbs. frequently and up to 40 lbs. occasionally.
  • Operates all equipment necessary to perform the job.
