Oversees the strategy and planning for Advocate Health’s talent acquisition program designed to source, attract, and retain top talent at the non-executive level across the country while creating a competitive advantage for the enterprise. Accountable to modernize approaches to both local and national marketing and talent attraction strategies. Ensures each step in the recruitment process creates an exceptional candidate experience. In alignment with organizational goals, evolve enterprise recruitment sourcing strategy/structure by leveraging  modern tools and efficient team operations. Partners and collaborates with each division to ensure a competitive strategy exists to meet local needs. Enhances AH’s brand, visibility, and reputation positioning the organization as an employer of choice.

Major Responsibilities

  • Develops and ensures implementation of the enterprise-wide recruitment business plan in close collaboration with the people and culture executive leadership team, people and business partnership team, operational leadership, and workforce planning. Develops and implements system-wide, short-term, and long-range recruitment programs proactively targeting critical need/shortage positions to attract top-tier talent.
  • Leads preparation and execution of innovative and cost-effective recruiting strategies and plans to meet talent objectives.
  • Addresses unique division challenges in the overall strategy to ensure needs are met across the enterprise.
  • Ensures that the model of selection incorporates the behavioral interview model, is inclusive, and incorporates key Advocate Health competencies. Ensures candidates meet current job requirements as outlined in each job description.
  • Develops, maintains, and ensures key quality measures are identified and audited (e.g., practices, procedures, and external regulations governing employment such as pre-employment criminal background checks, federal data bank checks, etc.). Identifies and takes appropriate action when deficiencies are identified and escalate to the appropriate people and culture leader.
  • Leverage AI and analytics to shape talent strategies and future workforce. Ensures recruitment technology, inclusive of the AH career site, is leveraged effectively and that the system realizes maximum efficiencies while improving service, quality and containing cost.
  • Outperforms industry benchmarks for key metrics.
  • Acts as the employment compliance officer responsible for ensuring that the enterprise is compliant with national (if applicable) federal, state, local and certifying agency requirements in collaboration with Advocate Health’s compliance department. Responsible for the communication and enforcement of all employment compliance requirements and regulations.
  • Establishes, maintains, and ensures accountability on enterprise recruiter KPIs, performance and execution in accordance with industry standard best practices. Responsible for establishing employment and recruiting metrics to be used in conjunction with other system metrics to assess Advocate Health’s position and progress as it relates to employment. Establishes open communication with Executive Leadership throughout the enterprise to ensure that the employment function maintains a service-oriented philosophy in meeting the needs of both the applicant and the management of all institutions.
  • Partners with operational leaders, people and business partnership team, strategic people analytics, and workforce development team to create a formalized plan for engaging and developing partnerships with various educational systems from middle/high schools through secondary colleges and universities, with a lens towards diversity, equity, and inclusion in the hiring process.
  • Designs and directs the work of the assigned area(s) of responsibility. Selects, coaches, and develops teams, setting objectives that align with organizational strategy to inspire and motivate the teams. Manages organizational talent through performance management, succession planning, and development. Designs and directs processes by which team and individual performance are recognized, feedback is consistently delivered, and performance is systematically improved.
  • Develops and/or recommends operating and capital budgets and controls expenditures within approved budget objectives.
  • Responsible for understanding and adhering to the organization's Code of Ethical Conduct and for ensuring that people actions, and the actions of employees supervised, comply with the policies, regulations, and laws applicable to the organization's business.

Minimum Job Requirements

Education

  • Typically requires a master’s degree in human resources, business, or related field.

Work Experience

  • Typically requires 15 years of experience in Talent Acquisition, inclusive of sourcing, in a complex large organization. Includes 10 years of management experience within Talent Acquisition, human resources strategic planning, directing and leading comprehensive people functions within a complex organization.

Knowledge / Skills / Abilities

  • Demonstrated experience in the development and implementation of innovative recruitment plans and programs, especially for a market-sensitive/critical need and/or high-volume areas.
  • Demonstrated advanced knowledge of employment laws and other federal/state regulations related to employment.
  • Demonstrated advanced knowledge and understanding of employment, compensation, benefits, and general human resources practices and procedures.
  • Expertise and experience in managing the full-lifecycle recruitment processes.
  • Strong people skills are essential as well as strong oral and written communication skills and a proven record of planning and developing positive and successful recruitment programs.
  • Demonstrated advanced consulting skills and ability to effectively develop, implement, and apply organizational strategies to address complex sourcing, recruitment, and business challenges.
  • Advanced knowledge and expertise of multiple human resource disciplines and business practices including recruitment, predictive analytics, compensation practices, organizational diagnosis, employee/labor relations, diversity, performance management, regulatory compliance, and employment laws.
  • Strong organizational, prioritization, and critical thinking skills.
  • Knowledge of computers to operative effectively with Microsoft Word, PowerPoint, Excel.
  • Demonstrated leadership and excellent communication, presentation, and people skills. Ability to build/foster strong trusting relationships, influence leaders and develop talent solutions to achieve results.
  • Ability to work within a fast-paced environment, fostering teamwork across people and culture functions. Proven ability to meet deadlines, prioritize demands and solve problems creatively.
  • Expert knowledge in the use of data, evidence-based research, benchmarks, HR, and business metrics to make critical decisions.
